Ms. Starostka is an American who served as a volunteer in Tbilisi, Georgia in 2007-2010. She has a MS in Public Administration – Personnel, Policy, and Planning from the University of Oregon, USA. She has had a career in education and social services administration working in several states as well as in Russia and the Democratic Republic of the Congo. Her experience includes program development, implementation, and management as well as financial management and grant writing. Since 2010 she has led several mission trips to Georgia. Ms. Starostka was a member of Rotary International and was the coordinator of the Russian Rotary Youth Exchange Program for several years. She has served as a Volunteer in Mission in Georgia, Rwanda and Tanzania.
